The percentage of voters who give Congress good or excellent ratings has fallen to single digits for the first time in Rasmussen Reports tracking history. This month, just 9% say Congress is doing a good or excellent job. Most voters (52%) say Congress is doing a poor job, which ties the record high in that dubious category.And yet, nearly all of the incumbents running for re-election this year will be returned to office. Voters are generally willing to condemn Congress as a whole, but not their own representatives. It doesn't make much sense.

The 9% Congress
Although President Bush's approval numbers keep hitting new lows, they're positively stellar compared to the ratings the voters give Congress:
