WASHINGTON — Gov. Kathleen Sebelius of Kansas, an early Obama ally with a record of working across party lines, is emerging as the president’s top choice for secretary of health and human services, advisers said Wednesday.
Should she be nominated, Ms. Sebelius would bring eight years of experience as her state’s insurance commissioner as well as six years as a governor running a state Medicaid program.
The interview went something like this:
Rahm Emanuel: Did you pay your taxes?
Kathleen Sebelius: Yes.
Emanuel: All of them?
Sebelius: Yes.
Emanuel: Even the ones for which the statute of limitations had run out?
Sebelius: For Pete's sake, YES!
Emanuel: Is your state a complete fiscal mess?
Sebelius: The worst.
Emanuel: Are you risking a taxpayer revolt because you won't give those hicks their income tax refunds?
Sebelius: Yeah. I think they want to tie me to their next burning cross.
Emanuel: Well, we better get you out of there so we don't lose the governor's seat in the next election. Want to run HHS?
Sebelius: Sure. It's gotta beat what I'm doing now.
