Not only didn't he wait two years, but he had planned aggressive attacks on Bush in the Fall of 2001 but had to wait after 9/11 shut him up.
And let's not forget the 30+ day charade in Florida following the election that he knew he could never win but continued for the sole purpose of crippling the Bush Administration before it even began.
