Page 29, sentence one of the bill introduced by Senate Finance Committee Chairman Max Baucus (D-Mont) says: “The consequence for not maintaining insurance would be an excise tax.”

Obama Says "Mandate", Bill Says "Tax"
I had a piece on this subject yesterday on Obama's argument with George Stephanopoulos about whether government-mandated spending by taxpayers constitutes a tax. Obama quibbled with George about dictionary definitions, but all he needed to do was look at the bill:

This quibbling and banter is so tiring and beneath the level of respect owed to the American people. So reminiscent of slick and his infantile behavior stating that it all depends on what your definition of is is. We deserve a much higher level of both behavior and rhetoric. Dummied down explains it all.
