Would Your Kids Enjoy a "Neutering Fun and Safe Environment"?

The LA Parks and Recreation Department is offering such a thing. Here's a screen shot from their .PDF flyer:

And just how do they ensure the kids are neutered?

At the bottom of this flyer is this notice: "Achieving gender equality through a continuous commitment to girls and women In sports"

I'm not sure why they capitalized the word "In", but I guess that statement explains the neutering.
