Career Criminal Defined

This guy is why three strikes laws make a lot of sense:
MYFOXNY.COM - Connecticut police say a man who was at court to answer to criminal charges used a break in the hearing to break into several cars in front of the courthouse.

It happened at Rockville Superior Court. Rockville is east of Hartford.

Thomas Peno was at the court on larceny charges. Police say that during a break he went outside the court and started breaking into cars. He allegedly stole a GPS unit out of one car and apparently inadvertently tried to sell it back to the actual owner.

Judicial marshals at the court re-arrested Peno. He was being held on $25,000 bail.

It was Peno's 40th arrest.
This guy clearly can't function in law-abiding society. A permanent room at the gray bar hotel would be appropriate.

In California, we used to have "State Hospitals" for people with that kind of problem.

That guy is not bright enough to be a criminal. He is sick.

And I do not allow that label to be applied to many criminals--this is a rare exception.

(See Frank D Lanterman for one of the few surviving hospitals, much crippled from what it used to be able to do for people.)

I'm not much for State anythings, but the State Hospitals used to be one that I think was a good use of tax money. Don't get me started on the cruel things that happen to people now since the hospitals have been crippled.)
