California Resident Alien Card?

I received an email from someone I won't identify who was telling me about a collision between a slow moving train and a car that was parked too close to the tracks.  He recounted what happened when the car's owner showed up:
The owners of the auto arrived as the crowd was leaving the soccer games. They were Hispanic. The man had an ID card that one of the (redacted) PD officers had not seen. It said California Resident Alien. The other PD officer said those are available for a few bucks and those with questionable legal status sometimes have them. Small print on the back said "Not a legal California document." The car was registered to the man. He said he did not have a Calif drivers license. The woman had a legal Calif drivers license. She said she had been driving the car and had parked it there. They had current insurance.
The US Government issues Resident Alien (Green) Cards, but not the State of California.  This is exactly what the Arizona law is all about. A valid law enforcement contact results in a suspicion that a person's immigration status is invalid. No profiling occurred.  ICE should have been involved in this matter as soon as the phony ID card came out.  In fact, California law allows such contacts if the cops will only make call.
