The GOP is trying to figure out how to stymie the Obama agenda with a House majority and what will probably be at best a bare minority in the Senate:

Defund may be an initial defense, but cannot be the end of the game. Laws will still be on the books and unless repealed, the next dem congress will simply reinstate funding. The dems know this, which is why they are willing to sacrifice their majority. They got what they wanted, and now are willing to wait to institue what they have sown.
In the mean time, overbearing regulations will continue to be drafted by lib scholars with no real world experience, so that they can immediately be enacted at some point in the future.
I have no confidence that the Repubs will have the votes or the intestinal fortitude to repeal. We are so screwed.
