Congress Tackles the Important Legislation of the Day

No, they didn't extend the Bush tax cuts, make Medicare and Social Security solvent, eliminate the deficit, pay off the national debt, or even pass a budget for the fiscal year that starts today. They regulated TV commercials:
Legislation to turn down the volume on those loud TV commercials that send couch potatoes diving for their remote controls looks like it’ll soon become law.
The Senate unanimously passed a bill late Wednesday to require television stations and cable companies to keep commercials at the same volume as the programs they interrupt.
How will America survive with these people on recess until Nov. 15?

Didn't they try this around 30 years ago?

My recollection is that they did this 30 9(Or 40?) years ago.

The details have all worn away, but the problem as I recall is that the peak volume isn't actually high during commercials, but the average volume is.
