(Mark) Levin has come across a proposed amendment that basically says that two thirds of the states in agreement would be able to veto legislation passed in the federal government. Thus it would provide another layer of checks and balances against laws like, say, ObamaCare.There's audio at the link of Levin explaining his proposal. I think it's got some merit. There's also a website set up to promote the idea.
Ed Morrissey thinks that rather than create this new amendment perhaps all we need to do is simply scrap the 17th amendment. It would have the same effect without some of the complications that might occur with the new amendment.
