HAPPY NEW YEAR! CALIFORNIA ENACTS 725 NEW LAWS...Few of which will actually be enforced because even the cops can't keep up with that flood of legalese. The problem with California legislators is they think ever little thing requires a law, and they feel a desperate need to justify their existence in Sacramento.
