Well, actually, it goes bad every time it's used since it ignores market forces and makes landlords accept far less rent then their property is worth. However, in San Francisco it's actually contributing to a housing shortage as more and more landlords are opting to leave rental units vacant rather than find themselves in the clutches of the rent control laws.
