Everybody that didn't watch it.
Why does the GOP insist on giving the mainstream media control of their candidate debates? It's foolishness. CNN went out of their way to make sure the questions were directed away from issues that would be damaging to Obama. It was a waste of an evening.
Philip Klein offers his thoughts here. He picked three winners: Mitt Romney, Michele Bachmann...and Rick Perry who didn't even appear.
My feelings - if Rick Perry gets in the race support for the rest of the field will dissolve. C'mon, Rick - we need you!

For the same reason that the primaries are held in states that don't vote for Republicans in the general election. The GOP establishment (The Ruling Class) uses these methods as a tool to cull conservatives from the party.
If the stupid party were smart, they'd have the initial primaries in the states that voted most heavily for the Republican candidate in the preceding presidential election: WY (67% to McCain), OK (66% to McCain), UT (65% to McCain), and ID (63% to McCain). That's obviously where the republican base is -let them decide.
Instead, the first four primaries in 2008 were held in Iowa (45% vote to McCain), New Hampshire (45% vote to McCain), Michigan (42% vote to McCain) and Nevada (44% vote to McCain), yet nationally McCain won 46% of the vote! By the time the primaries got around to the republican-base states the order was all but settled -and that's just the way the GOP establishment likes it.
I fear Larry speaks truth.
