From The Hill, in an article on the latest unemployment numbers:

Millions of Americans are no longer captured in the nation's unemployment rate, as they have stopped looking for employment.

And as I said in a previous post, this is how Obama will drive down the unemployment rate to levels he hopes will win him reelection - drive enough people out of the job market and the numbers improve.
