Ugly (little bigger version here):
As you can tell from the declining percentage of people in America's work force, the only way you can get a declining unemployment rate is to fudge the numbers by taking millions of people out of the work force.

There was a word of caution I heard months ago that when the economy appears to begin improving, those who have been waiting on the sidelines will begin looking for employment again.
That would cause the unemployment rate to shoot up again.
