We didn't have these problems when vats of boiling tar and bags of feathers were readily available to the citizenry. The Division of Child Development and Early Education at the Department of Health and Human Services is probably saying "Ooooh, you're going to fill my inbox with a bunch of angry emails, I'm so scaaaaared." Tar and feathers would get their attention.
In the meantime, kids are getting used to doing whatever the authorities say -no matter how ridiculous.
What are "cafeteria nuggets" made from?
